
Heather Baillie
A member of the Board since 2008 and the Vice Chairman since August 2011, Ms Baillie qualified as a solicitor in 1982 and began her career in court work. Later in 1984 concentrated on Licensing law and was co-author of Greens annotated Licensing (Scotland) Act 1976. In 1993, was appointed as a Chairman of Social Security Tribunals – initially to deal with Child Support Appeals. In 1996, was appointed to hear social security appeals including incapacity, disability and housing benefit appeals. In 2005 was appointed as a legal convener of Mental Health Tribunals in Scotland. Still involved in both these jurisdictions and have become involved in Training and Appraisal in the Mental Health Tribunal for Scotland.
